As I understand it (which means there is a > 50-50 chance I'm wrong :) paper has to be submitted along with the electronic filing for the time being. Eventually (say 2010) when all is tested I suppose only electronic will be submitted, unless the paper lobby continues to prevail, which is likely. There! Now will I be reinstated in FOS? :-)
