I've never had any trouble deleting files from either \Windows\Temp or \Windows\Temporary Internet Files. But --- the INDEX.DAT file in Temporary Internet Files is unusually sticky and takes considerable effort to remove: I just don't bother.

In fact, I've automated the process with the following .BAT file.

REM
REM
REM Clean up and leave
DELTREE /Y C:\WINDOWS\TEMP
DELTREE /Y C:\WINDOWS\TEMPOR~1
DELTREE /Y C:\WINDOWS\COOKIES
REM
REM Re-create temporary directory
MD C:\WINDOWS\TEMP
REM
REM

I've created a .JOB file and schedule this .BAT file to run each night. Windows re-creates what it needs each morning.

Notice, the cookies get removed too: Few I like, many I don't. I prefer cookies enabled for convenience, but I limit their life to the day.
