*** PATENT REVAMP -- The House yesterday passed legislation that would revamp the U.S. Patent and Trademark Office and fundamentally alter the rules that for 200 years have governed how U.S. patents are issued. By a voice vote, lawmakers passed a bill that would convert the patent office from a federal agency to a government-sponsored corporation. It also would force many patents to be made public 18 months after filed, even if they have not yet been granted, whereas today U.S. patents are made public only after they are issued. The bill would also shield some technology users from patent infringement suits. Corporate supporters included AT&T, Motorola, Microsoft, Chrysler, Eastman odak, Dow Chemical, Procter & Gamble and Westinghouse Electronic. Lobbying groups for the biotechnology and pharmaceutical industries supported it as did the American Intellectual Property Law Association. [Washington Post]
