It would probably be prudent to get one top five network manufacturer or one western mobile operator to back HDR before starting to crank out HDR handsets... demand for handsets can be hard to create if networks don't support the offered technology. If HDR is planned to be at a commercial stage in 2001 - when will the North American operators actually begin to offer it? 2002 or 2003?
