I think Steve Macica has posted on this possibility --- and the inherent problems involved -- in early posts, say, 3 or 4 months ago.

As for cannibalizing their cash cows, I believe the FCC is going to make it tougher on the RBOCs by changing some of the fee structures they now have. They do not want the RBOCs dragging their corporate feet simply because they have lucrative income from their T1 business.

Keep the brain working. It beats turning grey watching the stock sink further. BTW, tell me how GTE would benefit by becoming a CLEC versus their current LEC status. This is what they're working on and I admit I don't fully understand the benefits/restrictions of one over the other.
