I remember back in the 70s Jane Byrne got elected Mayor of Chicago running on the platform that the snow wasn't cleared fast enough after a blizzard. Like 3'in 3 days. Geez. One guy lived on a cul-de-sac and had a plow on his truck. Kept his street clear. Got fined for it. Stickers were taken off 4X4s and bidding took place at dealerships.
