one question...

most people believe that interest rates are going up so wouldnt IBM lock in the relatively low rates now and in the near past for the money they borrowed to buy back shares?
or do all of these loans adjust to new rates?
or are u saying that they wont be able to buy back shares as cheap in the future because the new loans they make will have higher interest rates?
