Help needed--

I opened a Roth IRA in 1998 with $2000,
but didn't add any money in 1999. Now
I am planning to put $4000 new money
into the account ($2000 for 1999,
$2000 for 2000). Is this against
any rules (i.e. is it too late for
making a contribution for 1999)?
