Good morning! One of the first rules of probability is that there is always "regression towards the mean". For example, if you have a run of heads, you can count on having a run of tails to bring things back to 50%. Similarly, assuming a fairly closed set of random factors, spring-like weather will tend to be followed by winteriness, to drive the actual mean for the year back towards the annualized mean. If one has a great winter overall, then the revenge will tend to come the next year, by having an unusually cold winter. Thus, your use of the phrase "paying for" is pretty much on the mark<VBG>......
