I'm trying to understand how to increase the measurements I get on Resource Meter (Start/Programs/Accessories/System Tools/Resource Meter.

System Resources=74% free
User Resources=74% free
GDI resources=85% free


These readings are a good sign. If you have more than 70% of your System, User and GDI resources free your computer is lightly loaded. It is when System, User, and GDI resources are 30% or less free that you start to run into problems.

I have not opened Internet Explorer but notice that there are 10 icons in the rectangular box in the bottom right hand corner of my screen i.e., it's the rectangular box with the time of day inside! These 10 programs are putting a drag on my system and I would like to get rid of them i.e., to disable them so that my System Resource measurements increase in value.

Just because a program puts an Icon in the box in the lower right hand corner of the screen it doesn't mean it uses system resources. From the number of free system resources you have I don't believe the programs the 10 Icons point to are putting a drag on your computer.
