Yes. Of course, there are other plays like SIL, CDE, HL and SSC...
I follow them but don't like them as much.
HL is only 25% silver.
CDE is OK, but still only 55-60% silver.

Agree with your concern that HL and CDE are not the best ways to play silver.
I did a little calculation based on 1999 AU/AG production at current prices,
and both were over 50% revenues from silver (HL>CDE):
