I see my post was a bit ambiguous regarding DSL deployment.

1. Do the new DSL deployments apply to both @work and @home, or just to one or the other? If the latter, which?

The CC concentrated on residential DSL deployment of @Home. My own opinion is that @work will continue as before, which as far as I know is not covered in the master distribution agreement (MDA).

2. Are DSL deployments in any way tied to MSO territorial rights, hence tied to MSO terms and conditions? Or, are these new deployments a sign of home's beginning to exercise some level of autonomy where they are free to begin selecting other avenues of access?

The MDA is still in effect. Hence, ATHM will need the effected cable partners permission to deploy residential DSL in their territory. Bell said that ATHM had agreements with at least one cable partner to do that.

In areas without cable partners they will now begin to offer DSL, unilaterally with respect to the MSO partners. The question was asked if any ILECs/CLECs were signed as partners, but Bell would only comment that negotiations are taking place. It was my assumption that the MSOs will not dictate terms and conditions, however I am inferring this from other information; specifically, Bell stressed that ATHM had reached agreements/understandings with the cable partners to allow ATHM autonomy in strategic decisions - including multi-platform deployment.
