Ok, I stand corrected as follows:

Nice Press release. Defending 46 out of 49 claims ain't bad especially in a country where the government mandated the uniform use of QCOM CDMA as early as 1994 or 1995.

3 questions:

1) What about this?

Parts of the remaining seven technology patents under examination now could also face cancellation according to the outcome of the investigation, KIPO added.

Korean firms believe the royalty rate is too high and unfair, in consideration of the enormous contribution they made in the process of commercializing CDMA technologies.

Qualcomm, however, is not buying the argument and maintains that rates imposed on Korean firms are fair and square.

3) Motorola entered into a pioneering licensing agreement with Qualcomm in 1990. Pioneering licensing agreement typically carries preferential royalty terms yet QCOM's relationship with Motorola is plagued with lawsuits. See the pattern?
