No, actually its a preemptive strike by AMD.

AMD knows that Intel plans to sell the Coppermine 128K at low prices and up to 600 MHz. Dropping the price of the Athlon 650 to about $250 at the wholesale level will steal a lot of volume from Intel's new "low end" chip.

AMD is tempting Intel to sell the cheap Coppermines all the way up to 650 MHz, but knows that if they do that, they will blow their quarter.
