regarding standards. I thought that Japan had adopted J-STD008.
This is a subtle rework of IS-95B. I understood the rework is enough to make the 'phones incompatable. The roaming claim looks implausable.

Perhaps you can ask 'engineer' or 'clark' for clarification on the QCOM S&P thread.
