Total Telcom Inc. Appoints
Vice President of U.S. Operations

EDMONTON, January 21, 2000 -TOTAL TELCOM INC. is pleased to announce today
the appointment of Mr. JERRY DRAKE to the position of VICE PRESIDENT, U.S.
OPERATIONS. Mr. Drake left the employment of MCI WorldCom, where he held
the position of Engineering and Construction Manager for the Pacific
Northwest. Previous to MCI WorldCom, Drake was a Network Design Engineer
for US West Communications.

Total Telcom CEO Craig Baker indicates this strategic hiring will escalate
the Corporation's initiative to offer full turnkey fiber optic and
broadband network construction services in the United States. Drake will
be based out of the Corporation's U.S. Head office in Seattle.

The Corporation provides design, construction, project management and
maintenance of broadband communication systems. Total Telcom is a leader
in turnkey Hybrid Fiber Coax (HFC) designs and has extensive experience in
long haul Fiber Optic Networks and Fiber Ring Topology.
