This is not accurate.

Intel has had a Copper process under development for some time.

Intel's analysis dictated that the equipment sets were not mature enough and the performance benefits not compelling enough to implement copper on .18.

Intel will do Copper on its .13 process, publicly scheduled to be implemented 1H 2001.
