I sense some sarcasm in your message. I do think that they could have a VLWI chip ready in 6-8 months and ship it within a year. If they already have some work done and squirreled away (which they must given their R&D budgets), then to dig it up and set a team to work on it in a skunk house and have it ready is not such a big deal. Remember this chip is more of an evolution than a revolution.
They can even start producing the chip before it's done. 75% of the effort is software, this means if they find a bug even after the chip is produced it is easy to fix. The new technologies will enable much faster evolution of chip and microsoftware design.
As for patents, and new ideas. There are enough different ways of implementing this stuff (that I've started to think through even in my hardware design class) that the chances are what Intel has squirreled away doesn't trounce on any of TMs patents. An Intel team might even be able to glean some info and strategy from the (admittedly sparse) TM white pages.
Also, TM has broken the market barriers to a VLWI chip. INTC can capitalize of this because they do not need to spend the time with proof of concept and all that jazz... they can just GO.
