An argument about what is more mediocre, HFC or DSL, depends on the application and that has little to do with the physics, but much to do with circumstances. The circumstances assign HFC to the home and DSL to business. These two still exist because big guys prefer to spend more later than less now and wouldn't even spend more later unless little guys were threatening to compete them into the Stone Age.

DSL and HFC are sunset technologies. The problems rise far more rapidly trying to send radio em down metal lines than it does trying to send optical em down glass lines as a function of increasing b/w. Optical is a sunrise technology.
In ten years it will be difficult to find DSL and HFC except in a museum.
