I haven't heard of the New Zealand company but there are many incubators springing up.

As to the first part (I'm a little backwards today), yes I do consider it a buying opportunity. The same is happening to NETV that has happened to a number of my stocks--the deadline is passing for the company to be deemed a fully reporting company, and a backlogged SEC just hasn't yet gotten to approving all of the company's paperwork. Thus, they will soon be adding an "E" to their symbol which means they will be dropped from OTC trading by 2/24 unless the SEC reviews and approves their filing by then. The company says that they believe the deadline will be met, and so do I. But the uncertainty creates a temporary slide in the stock. I hope to buy more at discount prices next week.
