I think it's a huge advantage. The only problem is that the big money feels this mandate to stay fully-invested.

Every time I talk with a fund manager I get the same response, "My investors pay me to invest their money, not keep it in cash." I think it's a short sighted response. I think their investors pay them to be smart with the money.
