Victor, with out trying to sound awful British! Think about this. After centuries of being the center of Imperialism, it did all it could to leave behind a democracy.

NASD fines Morgan Stanley
Brokerage firm Morgan Stanley & Co. Inc. yesterday was censured and fined $495,000 by a self-regulatory brokers' group for allegedly manipulating the prices of nine stocks that go into the Nasdaq 100 Index. The National Association of Securities Dealers, which announced the move, said it had found that six Morgan Stanley traders manipulated the stock prices in 1995. The six were fined $2,500 each. The New York-based company, now Morgan Stanley Dean Witter & Co., said it was considering appealing the ruling to the Securities and Exchange Commission.

Hey, $495,000 fine for MWD and $2500 for the manipulators is not bad. Considering the $millions that were milked.
