It is kind of difficult to compare CMRC and ARBA. The license fee for CMRC and ARBA are:33557 and 37725 for last 4 Q. The service for CMRC and ARBA are:8986 and 24274. Just last Q: CMRC's License went from 7778 to 13067 which is a 68% gain compared to ARBA's 9829 to 15784 which is 60.6% growth. I think CMRC is growing fast in license which is more important than the service.
