NEW EDGE NETWORKS STANDARDIZES ON HEKIMIAN TESTDSL AS COMMON DSL
SERVICE ACTIVATION AND ASSURANCE PLATFORM

VANCOUVER, Wash., and ROCKVILLE, Md., Jan 26, 2000 /PRNewswire via
COMTEX/ -- Hekimian today announced that New Edge Networks has selected
Hekimian's TestDSL(TM) solution as its network-wide standard for
assuring services delivered using digital subscriber line (DSL)
technology. The solution will allow New Edge Networks, the leading
national wholesale DSL provider in small, midsize and semi-rural
markets, to deliver DSL services faster and more reliably across its
fast-growing nationwide customer base.

Natalie Diggins, Vice President of Operations and co-founder of New
Edge Networks, said, "A major issue facing providers in our market
space is being able to actually deliver the DSL services their
marketing campaigns promise. By integrating the capabilities of
Hekimian's TestDSL solution into our network, we can now ensure our
lines are capable of carrying those services before we make commitments
to customers. This creates a key distinction between New Edge Networks
and the majority of our competitors."

Sean Dixon, Director of Operations for New Edge Networks, adds, "One
common source of problems involves the circuit records maintained by
the local exchange carrier. Because wiring in the local public network
is always changing, these records often fall out of sync with the
situation in the field. What's more, those records are based more on
the network's original design rather than physical test results. The
beauty of TestDSL and the robust line quality information it delivers
is that we can now see all the way through our network, without
depending on outdated records, to confirm service availability for a
particular line. It means we can troubleshoot problems right from our
network operations center, and keep the number of dispatches we need to
make to the customers' premises to an absolute minimum. And TestDSL's
ability to test these circuits without interrupting the traffic that
travels across them will mean we can also look for problems that can
lie at the higher or 'logical' levels of transport, helping us
lock-down problem sources faster and avoid unproductive finger-pointing
with other providers."

Concludes Natalie Diggins, "DSL is an exceptionally cost-sensitive
service to provide. By keeping all these potential cost sources to a
minimum, TestDSL will help us consistently keep costs low for our
customers, while ensuring highest possible up-time for all of the DSL
services we provide. All of this is critical to building a quality
network that will attract and retain quality customers, and eliminate
or reduce churn to competitors."

Des Wilson, President of Hekimian, added, "New Edge Networks' selection
demonstrates Hekimian's commitment to progressive, fast-growing DSL
providers and their pursuit of rapid market, service and technology
expansion. This selection also solidifies Hekimian's position across
the industry as the leading provider of service assurance solutions for
DSL services. The real winner is the end-user, who gets to enjoy the
benefits of high-speed Internet access sooner, and DSL service that's
affordable for everyone."

A key part of Hekimian's TestDSL solution is REACT 2001(TM), the
world's most widely-deployed solution for transmission testing,
protocol testing, and service assurance over a wide range of advanced
network services. REACT 2001 includes powerful capabilities for
monitoring, testing, and workflow management, all in one full-featured,
well-integrated package. REACT 2001 is also the first system ever to
marry physical-level transmission testing with logical-level protocol
testing and non-intrusive performance monitoring, creating a single,
comprehensive platform for network testing, fault management, and
service assurance.

CopperMax(TM) is a new family of affordably-priced, next-generation,
high-density metallic test and access systems designed to meet the
cost, quality and NEBS Level 3 challenges of today's highly-competitive
DSL and unbundled services market.

The CopperMax/A(TM) is a cost-effective solution for gaining remote
test access to DSL and VF loops. It not only provides a transparent
interface to existing loop testing systems for basic POTS type tests,
but also supports two-wire and four-wire DSL and special services test
access. Thanks in part to cutting-edge design and manufacturing
processes, CopperMax/A's lower cost per line and rich set of features
make it ideal for carriers offering competitively priced DSL consumer
services to both residential and small- or medium-sized business users.

The CopperMax/RT(TM) is a hardened, small-footprint RTU designed not
only for remote terminals and controlled environmental vaults, but
central offices as well. Deploying the CopperMax/RT with CopperMax/A
providers users with seamless 2- and 4-circuit access and testing,
including non-intrusive wideband monitoring of DSL and other services,
and a next-generation TDR configuration that's exceptionally
cost-effective.
