Because they were embarrassed they lost the MHz lead with no FPU to fall back on. They tried to save face, trump up some benchmarks via compilers, even hoped to be able to deliver high speed chips but the 'ole P6 just up to the task so soon.
Obviously, the radar at Intel was turned off when Athlon appeared at such high speeds...
