I think it's not Y2K in the normal sense or non-sense, but W2K.

With Windows 2000 starting to ship Feb 17 (unless delayed), a slowness in January for corporate accounts to restart orders was to be expected. As MSD said, it's a transition issue. The tightness in supply was also to be expected as an indirect result of Y2K anxiety by others, which also was a transition issue only.
