David, The webpage for qinnet.com needs a lot of work before it is up to speed...I agree. The page that pops up for Business Plan is just a small part of the business plan and may have been revised since then.

I am of the understanding that the ISP tjvan.net has around 3800 subscribers and is second to China Telecom in Tianjin.
Perhaps revenue from dial up and leased line access to private and corporate customers is not that high yet so they are focusing on "b" and "c" which is revenue from content related services such as web hosting, web design, software design, consulting and whatever else is included under those categories.

I believe Mr.Weigo Lang is from Redmond, Washington and Mr. Christopher McPherson is an investor. I checked the NSOL database and Christopher McPherson's name came up as you said. Looks like he registered the domain name.

Don't put a penny into it until you are happy for yourself.
