i would like to know why you tolerate this on si, and further why the individual who said this was not suspended.

Typically, for first offenses a warning is given. If the warning is heeded, no suspension is given.

We're more concerned with ensuring appropriate present and future conduct than "punishing" past conduct.

If the situation to which you're referring is continuing, it needs to be brought to our attention.
