TOPIC: A U.S. appeals court panel in San Francisco will review a previous decision restricting the export of computer encryption information, shortly after the announcement of the White House's revised export policy, Reuters reports. The case pitted encryption export law against the free speech rights of a computer scientist who was blocked from posting source code for a program he had authored on the Web. The scientist has requested a clarification of his case, as the new export rules permit the posting of source code under specific conditions, and require that the government be notified of any such postings. The Clinton Administration's new policy has been met with enthusiasm and fanfare from high-tech companies, as security development costs may be greatly reduced because companies will no longer be obligated to create separate exportable versions of their software products.
