~5-10% for .18. Again, this is just a guess re: AMD, because I have no direct knowledge. My guess does not include Intel, because the point is moot. Design methodologies would also have a significant influence.

At .13 circuits will become increasingly RC influenced, as a ratio of RC delay vs. xtor capacitance, so one might say you need to go to Cu at .13, or risk one's MHz march coming to a grinding halt.
