It doesn't appear that NEMI has any regulatory power and there would be significant resistance to do voluntarily. To be honest, this is not something that would affect my investment decisions. It has been a year or two since I was a product manager and dealing with COGS, but I believe that the price of solder would have a minimal impact on margins. As far as re-tooling, I think that it would be a gradual process starting with expansion and new manufacturing facilities and eventually moving to replacement of equipment as the old equipment reaches depreciation.
