steve, Cancelling the back log and telling a few people about it just before allows them to re-book and leap to the front of the line. Of course it will now build up again, but it looks like it is smaller. Nothing has changed, just the order of the people in the lineup. Lots of gritted teeth....especially among those who are spot speculators who probably got turfed all the way off(this is good, the spot specs make no systems...they just buy CPUs and sell them....like superbowl scalpers...Intel and most people hate them...but in a free market they exist).
That is the only good aspect of this camcellation of the backlog. It allows Intel salesmen to quantify who uses the CPUs and who is a spot spec and to refuse the spotspecs an allocation at all.
This takes some time as the spotspecs usually get their parts from a manufacturer type setup in the first place, so the sales staff from Intel has to assess them accurately.
I expect they have done this to try and make sure they have total control over who gets the parts in this period of extreme scarcity in a prorated way so thay no-one starves to death. Typically the maker needs, say, 500 CPUs/week, so he orders 1000 and sells 500 to a spotspec who usually pays in cash and sells to numerous screwdriver shops for cash. CPUs are very fungible.
All this is very good for AMD as it will make every mobo user a little starved for CPUs and thus every one will buy some Athlons
