Heads should roll at the FCC for delaying this long in failing to identify a suitable spectrum. I think the Senate oversight committee should recommend wholesale firings on the staff for incompetence and refusal to follow the statute and now direct disobeyance of the order of the Circuit Court. If the Commissioners fumble the ball, they should be impeached.

The problem with the spectrum is that since TV channels presumably use the spectrum and there are likely to be more delays in high definition digital TV it may not become available for some time.
