So the rule is targetted at those who can least afford to lose their money

No one really gives a damn if someone loses money especially anyone in the "business". The whimps of Wallstreet only care when they lose money. You can decide that a change won't effect you but don't ever think the "business" would do anything for the customer. This casino would make any mob-run one look like a church.

So we can all jump in and say it won't hurt us, but don't put any good intentions in the actions of the exchanges, they have none.
