No such thing was said. Re-read my message to discover, in the first instance that I made no contention. I only suspect that a grandfather clause might be offered at some point as the objections are raised in the course of submitting comments. In no place, and in no way, did I say that such was included in the proposal.

I only indicated that, in my assessment, I'd bet - and still do - that some type of grandfather clause...anemic though it may be...will be negotiated and included in the proposal at some point.

Take another look :)
