Tai,

The issue is not the USE of margin, but it's availability. I don't use margin; I maintain a very strict regimen of risk management.

The issue is SHORTING! I.e., no margin, no shorting!

As I read the rule, this means that "pattern day traders" with less than $25K accounts CAN'T SHORT! Doesn't affect me, but what about the new guys with say $20K accounts that want to learn how to trade? Trying to trade long in a down market (trading against the trend) is a fast way to lose your money. So how do they learn to short?
