In general, with regard to ECNs, I'd say: go where you're most likely to hit a bid or take an offer if you want to get in fast, OR where a bid or offer you post is most likely to get executed against. Either way, it means using one of the top 2 or 3 most liquid, deep ECN's.

If, on the other hand, you want to get in and the price is less important, you might merely want to choose the lowest cost ECN.
