I don't "get" it ! biz.yahoo.com Isn't this what the futures market is for ? With this proposal the government doesn't actually SELL the SPR oil. Rather, they loan it out and it must be repaid WITH A PREMIUM. Why should a refiner take on market risk when the government doesn't. Sorry, looks like a smokescreen. Nevertheless, it will play well politically. - wg
