"Investing" is a calculated form gambling. There are no "sure things" when you invest, unless you buy treasury bonds and hold them to maturity. All you can really do is calculate the risk/reward ratio before putting your money on the table and try to get out with the maximum profit (or minimum losses).

The problem with waiting for insider buying is that we only hear about it long after it has been done. All of the other "insiders," brokers, relations, and neighbors have already driven the price up long before we get a chance to respond to the news.

Another variable is that you're assuming the "insiders" have enough cash on hand to increase their positions. Personally, I have NO spare cash at the moment and, if I were an insider, would have a hard time coming up with enough to buy any significant amount of stock.
