Bill, you are still a little off target, seems to me.
Let's review this. You started out by saying:

I pointed out that what Clinton actually said in his address was this:
Scientists are also working on....microchips that would directly stimulate damaged spinal cords and allow people who are now paralyzed to stand up and walk.
In short, it is not just a question of "microchips" rather than "fusing." It is also a question of whether Clinton was saying (as you implied he did) that paralytics were ALREADY able to "take up their pallets and walk." "Scientists are working on it" is the key phrase here, IMO.
I also question whether he was claiming that such advances in science were due to "his investments." "Your investments" might be more like it, since he did say, "It is important for all Americans to recognize that your tax dollars have fuelled this research."
Seems to me what he was really blowing his horn for, in his remarks on medical & other technological advances, was a budget increase in spending on research:
To accelerate the march of discovery across all disciplines of science and technology, my budget includes an unprecedented $3 billion increase in the 21st Century Research Fund, the largest increase in civilian research in a decade.
