I have not read the complete posting yet. However, ORXX must have the mineral rights to the land and that is all that matters. So what if they do not own the land, it is what is in the land that is worth money.

Why would ORXX (if they dont) want to own land that is probably not worth crap. But, again, I say the content of the land is worth value.

So I say this not to disagree, but to allow others to think of the upside to what you are saying, Hell why pay taxes on land you are not using as of yet. Get it.
