Well, if you had used the ACTUAL text, I would be happy to show you what he said and the context. But, of course, you didn't.

And as long as we're nitpicking about the word "could" or whether I implied present or future tense, perhaps you could dispel what I stated with real proof, since you started this little dispute.

I never actually quoted Clinton at all, as you allege. I admit that he was talking about microchips, not fusing - my mistake. But the context still stands. He was disingenuously taking credit for present and future medical advances in spinal cord injuries.
