Yes I do have personal experience in caring for "this type of patient". I took care of my mother and my husband's grandmother before they were admitted to long term care facilities.

And I think you should "give a rat's ass" simply because it's important to determine our tax dollars are being spent redundantly. The question I had was is the advancement in research coming from direct government programs or through private industry? If we have 10 Bio Tech companies researching spinal cord injury treatments or cures do we need the government involved in spending those dollars on research or would that money be better spent in support services for the disabled until better treatments are found in the private sector?
