Seems fair. The wonderful thing about Clinton is that he keeps on trying to boost science and technology despite the hysterical clacque of anti-spending Republicans. One thing I am really sure of, most Americans and nearly all scientists are in favor of huge increases on research, especially medical and health research. The stringent cost reimbursement rules of Medicare and Medicaid has threatened and is threatening the great university-based medical centers.
One of the critical changes needed is to decide if this is a capitalist society or not. If so, then we must use incentives to get scientists and engineers to stick with research until it matures and proves profitable. The exploitation of graduate students and young professors (in science and technology) is disastrous (its okay with capitalism if liberal and fine arts professors starve). In many universities, the U's steal all the intellectual property and then do very little to commercialize it. We need to get the rewards into the hands of those who actually perform the research.
