The statement made by the CPA that was referenced in the U-T article was NOT a "safe harbour" statement.

It was a statement by the CPA doubting the viability of the company as a going concern. It's basically a statement on the part of the CPA that they do not see how the company can continue to exist. They are saying that the company has no financial viability.

This type of statement in an audit is very, very rare. CPA's don't like to make this type of statement, because it normally means the end of the relationship between the company and the CPA. (One way or the other. :) )
