You don't seem to realize what's happening in the Brazilian CDMA phone market. I don't think you know what Nokia's year 2000 US CDMA strategy is, either. So saying that Nokia is not placing bets on CDMA based on 1999 would be totally false.

Backward-looking analysis on Nokia's product strategy have never worked. Investors complained about lack of miniature models right up until Nokia stormed this segment. Motorola's early-mover advantage evaporated practically overnight. If Nokia does not place a lot of stress on being the first in every product segment - that's because they have a tendency to time the product launches to coincide with maximizing the profits. Take another look at the handset profit margin and you see what I mean.

To me, maximizing profits is what companies should do. Getting bragging rights for being an early adapter is an empty victory if it involves inferior margins.
