Brokerages will place a "Top" on a stock....traders call it a box top. This top facilitates a number of things,

1) It prevents the stock moving up
2) It allows the borkerage, or brokerage to feed on the shares that are dropped below the box top.

So if a company wishes to buy 1mm shares of RKR, they could chase it up to .55c or they could just throw in a box top and then any shares thrown in for sale below the top they just buy slowly. Watch for the lid to be lifted off after they have all the shares they need.
