1) if you spoke with them and they told you there's no penalty, i don't see why this wouldn't be true. so flip away.

2) i don't know although i would say not that many except for deals they lead like apl which was a bust. on the plus side i don't think fbr has close to the number of accounts that either etrade or the witboys have so the odds of getting some shares might be slightly better.
