Both sides use panic. Every time a new environmental initiative comes up, the stagnant and elderly side of industry announces that it will drive them into bankruptcy. All that happens is that it drives the imaginative side of industry to come up with better ways of doing things. Remember how the Clean Air Act was going to send the American auto industry to the scrapyard? Did it happen?
