Austria is a blatant counterexample to your claim that interethnic tensions arise as the economic backdrop deteriorates. According to your "down-to-earth" rationale, Austria's prosperous outlook should bind together all its inhabitants and mellow their cultural antagonisms.... Well, the general rule is the exact opposite: affluent, business-minded communities (such as Belgium's Flanders, Italy's Lombardia, the Czech Republic, int.al.) tend to harbor the most frustrated people who just can't stick their worse off neighbours.

BTW, I tipped you off about a second terrorist wave looming large in Moscow as early as October 4, 1999:
